That is pushing the industry toward two models: full-stack issuers and partner-led issuance.

Full-stack issuers such as Circle, Bridge, and Ripple control more of the value chain directly. Their model combines the stablecoin token, issuance infrastructure, custody and reserve management, and in some cases a national trust bank charter. This gives them greater control over compliance, reserves, and institutional counterparty relationships.

The second model is partner-led issuance, where consumer brands, exchanges, banks, or financial platforms launch stablecoin tokens through specialist infrastructure providers. Examples include PayPal USD with Paxos, Gemini USD with State Street, and Tether-linked issuance through partners such as Anchorage Digital and Cantor Fitzgerald. In this model, the visible brand owns the token relationship, while the issuance, custody, and reserve infrastructure sits with regulated partners.

The distinction matters because stablecoin scale depends on the infrastructure behind the token. As stablecoins move deeper into payments, treasury, and cross-border settlement, the strongest models will combine distribution with credible issuance, custody, reserve management, and regulatory oversight.
